Sidang Pertama TPTGR Lobar
Ibu Hamidah yang berprofesi sebagai PNS penyuluh di Badan Penyuluh (Bapeluh) sejak 1986, disidang karena pernah menerima kelebihan gaji tunjangan anak sebesar Rp 1.002.096. Dia mengaku tahu masalah kelebihan tunjangan itu namun belum pernah mendapat teguran. Selain itu Hamidah juga mengaku telah mengganti sebesar Rp 800.000 dan mengganti sisanya saat sidang itu juga. Menurutnya, dalam data KP4/tunjangan keluarga sudah diisi anaknya keluar dari tanggungan tapi tetap saja keluar di daftar gaji.
Hamdi disidang karena kelebihan honor transportasi perjalanan Pusat Pendidikan dan Pelatihan Pelajar (PPLP) sebesar Rp 650 ribu. Dan dia juga mengaku telah mengembalikan bahkan melebihi jumlah kelebihan yaitu Rp 912 ribu dengan menunjukkan bukti setoran pengembalian. Ir. Rahmat Agus H. yang juga kepala Inspektorat Lobar mengatakan meskipun sudah membayar tapi tidak pernah diserahkan bukti setoran ke inspektorat maka tidak akan tercatat.
Kasus ketiga yang dihadiri sidangnya oleh Drs. Ketut sebenarnya kasus pihak ketiga yaitu keterlambatan penyelesaian pembayaran proyek oleh CV Cahaya Pesona dan CV Andika Persada dengan total Rp 6.477.284,95. Masing-masing Rp 3.926.252 dari CV Cahaya Pesona dan Rp 2.551.032,95 dari CV Andika Persada. Kasus ketiga ini ditanggapi oleh majelis sidang harus ada surat kuasa dari kedua CV baru bisa selesai.
Ibu Hamidah dan Hamdi langsung menyelesaikan persoalannya di ruang sidang sedang kasus dua CV Pak Ketut perlu surat kuasa terlebih dahulu.
Memang, kalau dilihat dari segi uang, tidak seberapa, namun sebagaimana yang dikatakan oleh Ir. Rahmat Agus S., bukan pada masalah uangya, banyak atau sedikit, tapi pada dampak ikutannya agar PNS lainnya tidak terbiasa melakukan pelanggaran walaupun nilainya kecil.
Hal lain yang dibahas dalam sidang yaitu perlunya keterlibatan para pejabat struktural di lingkungan masing-masing seperti Kasubag Kepegawaian untuk mengawasi sehingga tidak perlu sampai dibawa ke Inspektorat. Itu yang dikatakan H.M. Syukran. Selain itu, ditambahkan Ir. Rahmat Agus S., harus ada saksi dari Satuan Kerja Perangkat Daerah (SKPD) masing-masing. “Kalau seperti ini Sistem Pengendalian Internal (SPI) tidak jalan namanya,” ujar H. Agus. Senada dengan itu, Mahyudin mengharapkan agar hal-hal semacam itu bisa menjadi perhatian pejabat struktural dan SKPD masing-masing.
Pada kesempatan itu, Drs. Ketut sebagai tersidang berharap agar yang diundang itu kepala dinas bukan kasubag, biar kepala dinas yang perintahkan kasubag. Selain itu, undangan juga jangan atas nama pribadi tapi lembaga.
Pada tiap-tiap terperiksa majelis mengingatkan agar tidak terulang lagi. “Ini yang pertama dan terakhir, jangan terulang lagi bagi yang bersangkutan dan menjadi pelajaran bagi SKPD yang lain,” ujar H. Agus mengingatkan. (Muhammad Busyairi-Humas)
Three Civil Servants (PNS) Trial
First Time for TPTGR Lobar
Giri Menang – Three PNS at West Lombok Regency (Lobar) were tried by the Council of Team of Returns and Compensation Claims (TPTGR) yesterday (30/1). The trial, which took place in the Main Meeting Room (RRU) Lobar Regent Office was led by H. Moh. Taufiq as vice chairman, H. Agus Rahmat Hidayat as vice chairman, H.Mahyudin as secretary and H.M. Syukran, a member of the council. While the chairman HM.Uzair presented late because other tasks.
The three tried one by one were Hamdiah from Badan Penyuluh (Bapeluh/Extension Agency), Hamdi from National Education (Dikbud), and Drs. Ketut, Head of Finance National Education (Dikbud).
Hamdiah who works as a civil servant at the Extension Agency, educators (Bapeluh) since 1986, tried for receiving and taking excess salary child support amounting to IDR 1,002,096. He claimed to know the problem of excess allowances but never received a reprimand. Besides that, Hamdiah also claimed to have returned of IDR 800,000 and returned the remaining at time of the trial as well. According to her, he had filled the data KP4/family allowance for her son out of the mortgage but still off the payroll.

The third case, attended the trial by Drs. Ketut was actually the case of third parties namely payment delay of the project by CV Cahaya Pesona and CV Andika Persada, a total of IDR 6,477,284.95. Each of CV Cahaya Pesona IDR 3,926,252 and IDR 2,551,032.95 from CV Andika Persada. The third case was heard by the court that Mr. Ketut must have power of attorney letter from both CVs so that it could be completed.
Hamdi and Hamdiah directly resolved the their cases in the courtroom. While the cases of two CVs Mr. Ketut needs a power of attorney first.
Indeed, when viewed in terms of money, not much, but as said by Ir. Rahmat S. Agus, not about the money, more or less, but the impact of it to other civil servant. It was hoped that PNS would not do such small offense despite little value.
Another thing discussed in the trial was the need of involvement of structural officials of each Working Units (SKPD) to oversee so no need to be brought to the Inspectorate. It was said by H.M. Syukran. In addition, Ir. Rahmat S. Agus added, there must be witnesses of SKPD respectively. “This means Internal Control System (SPI) does not work,” said H. Agus. Similarly, Mahyudin expected that such things could be a concern of structural officials and SKPD respectively.
On that occasion, Drs. Ketut hoped that the invited was not the staff, but the Head then he/she instructed staff and vice. In addition, the letter do not invite personally but on behalf of the institution.
